CDFA Tax Credit Program
Purchase Tax Credits & Support CCEH!

Concord Coalition to End Homelessness was awarded $500,000 in New Hampshire Community Development Finance Authority (CDFA) tax credits to help develop a commercial property on South State Street in Concord into eight rental units that will provide Permanent Supportive Housing with project-based rental assistance for individuals exiting homelessness. CCEH’s original Resource Center was housed on the first floor of the building from 2008 until 2017: this truly would be coming home for CCEH to turn this property into housing for our clients.
CDFA’s Tax Credit program awards approximately $5 million in tax credits annually in a competitive grant round. The program aims to support organizations that are engaged in development initiatives that show a high degree of community support, build partnerships, and leverage other resources. Grants made to eligible projects are in the form of tax credit equity. Businesses with New Hampshire tax liability support awarded projects by purchasing the credits, resulting in the nonprofit receiving a donation and the company receiving a 75 percent NH state tax credit against that contribution. The credit can be applied against the Business Profits Tax, Business Enterprise Tax, or Insurance Premium Tax. The donation may also be eligible for treatment as a state and federal charitable contribution.
NH businesses value this unique state program which incentivizes public-private partnerships to fund local initiatives. By participating in the Tax Credit program, business’s donations stay in their communities and help establish strong relationships with local nonprofits.
The value of the tax credits are maintained in the state economy and, according to economic analysis, magnified by a factor of almost 2:1. The Tax Credit program helps a participating company significantly increase its community impact by leveraging tax dollars. For example, a business can make a $10,000 impact on the local community for a net cost of $1,710.

The donation process is simple and flexible with an online pledge system.
Coming Home to 6 South State Street
From December 2008 to May 2015, CCEH’s Homeless Resource Center operated out of donated office space at 6 South State Street.



16 years after first opening our doors there, CCEH has the opportunity to “come home” to 6 South State Street and convert the former Resource Center into stable, secure, and decent housing for individuals coming from homelessness.
Each unit comes with project-based rental assistance from New Hampshire Housing, adding much-needed affordable housing units to Concord’s housing inventory. CCEH will provide the supportive housing services to ensure that tenants have the resources they need to not only stay housed, but to thrive in their new homes. 6 South State Street is CCEH’s third property development project, after Green Street in 2020 and Pleasant Street in 2024.
The project team includes Hutter Construction, Warrenstreet Architects, and Wilcox & Barton.
Funding for this project has been awarded or furnished through Congressionally Directed Spending sponsored by US Senator Jeanne Shaheen’s office, NH Housing Finance Authority, a Community Development Block Grant by the City of Concord, Eastern Bank Foundation, and Tax Credits from the Community Development Finance Authority.



As of June 2025, construction is well underway. The building will feature seven one-bedroom units, including two ADA units, and one two-bedroom unit, totaling eight units over two floors. The building will also include office and meeting space for CCEH supportive housing specialists to meet with clients on the first floor. One of the three garage bays has been converted to on-site laundry facilities for tenants.


CDFA tax credits allow businesses to fund qualifying economic or community development projects in exchange for a tax credit that can be applied against state business tax payments. The tax credits are administered by the New Hampshire CDFA.
- Any business with operations in New Hampshire that contributes to a CDFA tax credit project receives a New Hampshire state tax credit worth 75 percent of their contribution.
- The credit can be used over a period of five years to reduce the business’ state tax liability (business profits, business enterprise, or insurance premium taxes).
- The tax credit program allows New Hampshire businesses to use their state tax dollars to support local projects that they care about.
- Donations are eligible for treatment as a federal charitable contribution, increasing tax efficiency of a gift to near 90 percent, depending on the business and its unique tax situation.
- CDFA reviews many project applications each year, and awards tax credits to those they determine are feasible and will make the biggest impact on economic development in the state. Visit nhcdfa.org for more information.
